Off Roster Transfer as Military

I'm looking to sell my current pistol, which is not on the roster. I know it's legal for PPT at an FFL, but does it have to be registered? CA exempts Active Duty military from registration, but would I need to register it before someone else can buy it?
PS Anyone interested in a Sig 1911 UC?
