I want to open a social club/ cafe/ bar for people who are lonely in my local area. The area needs more general social opportunities. How do I go about doing this?

It would have different sections for different ages . Such as 18 - 24, 25-30, 30-40 and so on . Complete with food and drinks served. Activities such as table tennis, darts , snooker etc. I want it to be varied ages not just an old man’s pub vibe.
