Women do still have to message first, right?

On Bumble women have to message first, right? I'm not missing some thing or just stupid? I've seen so many profiles lately that say right in the bio that they don't message first, or they're shy and the guy needs to message first. I thought that was kind of Bumble's "thing" that the men aren't allowed to message the women first.
And I keep getting matches but they never send a message.
Funny pointless side question. How does this work for lesbians? Who has to message first?
