Poland has long considered the Soviet Union, and before that the Russian Empire, its primary enemy. The repulsion of the Soviet invasion in 1920, and the lack of international support, concentrated the focus of Polish strategists, diplomats and intelligence agents on weakening the Soviets both internally and externally. Marshal Piłsudski, since before the formation of the Polish Republic, had advocated for a Promethean Strategy. This strategy focused on supporting increased consciousness for non-Russian minorities within Russia and supporting independence movements both within Russia and abroad for these groups, especially among the Ukrainians, Cossacks, and the peoples of the Caucasus. The hope was that agitation for independence would weaken Russia and draw its focus away from Poland with the ultimate goal of fracturing the Soviet Union into a larger number of states.
To this end, Poland will continue this ongoing program with an additional infusion of resources. $10 million of Poland's discretionary defense budget will be allocated to intelligence activities toward this end. This will include:
Identifying influential members of diaspora groups in the west (especially in Paris, Prauge, and London).
Providing funding to publications in the west advocating independent states for Ukrainian, Cossack or other minority groups within the Soviet Union.
Providing military training by the Polish Army for these groups, should they wish to undertake independence campaigns within the Soviet Union.
Insertion of Polish agents in the Ukraine to make contact with and provide resources for Ukrainian agitators.
