What is the significance of both the Bee and Lady Whistleblow? (spoilers)

I just sped through the entire first season and I just fell In love instantly. But I can’t help but figure out what the Bee motif was about and why Penelope being Lady Whistleblow is so important?

I saw something online that the Bee was meant to signify the changing of seasons and the changing of the primary focus from Daphne to Anthony for the next season. But I assume there are diehard fans of both the series and the books to give me a clearer answer on this.

But primarily Penelope, I don’t get what the huge deal is about her being the secret writer. Did Lady Whistleblow even really cause that much controversy or issue for it to be such a significant deal? Does this lead to something important in season two? Or...? I just don’t grasp what that really has to do with anything.
