Naydra not spawning after many RL hours of attempts

I've been having trouble getting Naydra in particular to spawn.

I've tried a bunch of solutions from reddit, gamefaqs, and other suggestions found through google searching. Trying various spawn points listed in google searches, reloading, exiting the app then reloading spending time far away and returning, watching 24 hours in one spot. In the meantime, I've gotten Farosh and Dinraal to spawn. It's just Naydra that won't spawn.

I have now spent multiple RL hours fruitlessly exploring around Mount Lanayru trying to get Naydra to spawn.

Are there any suggestions?
