Why does everyone think the Zoras are afraid of drowning?

In Breath of the Wild, everyone knows that helping the Zora people will stop a flood from their Divine Beast, Vah’ Ruta. But everyone keeps saying “what’s wrong with a flood? Aren’t they fish?” Y’all, the King literally says “it won’t harm us, but the rest of hyrule will be destroyed”. He ain’t tryin to save his people! He’s trying to save everyone else! Idk, something about everyone thinking that Fish people are afraid of drowning making this plot of this part of the game stupid, just pisses me off.
