Why is it so common for people to bring children to restaurants for dinner?

I was in Brazil visiting some family that lives there, I myself live in the U.S and while it is common to see children here in restaurants, it's something we see usually in certain types of restaurants, those that are more family friendly, places like Applebees, Olive Garden, Outback, Chilis, etc... places like that.

But from what I noticed, Brazilians bring their kids EVERYWHERE and often times these kids are loud and rowdy in the restaurants.

Now, this is not exceptional to Brazil, I know that in Portugal, Greece and even Italy can be like this too.

Why is this so common? I went on a date over there and I felt a little vexed at the fact that even in a lounge there were a ton of families and kids.
