question about lag difference between game play and replay.

I'm currently having weird issues with attacks not connecting when they should. as in the opponent walking right through it. If I check the replay however there seems to be what feels like a half second difference between when I acted in game and when the replay shows it. in the replay it all looks normal. does this mean that I have a delay between my screen and the servers?
this would be rather odd as tests indicate I have a ping of 9. is there any fix for this?
