A new way for balancing brawlers and why I think it should happen.

In the past year or so, Supercell has been implementing numerous "baseline" changed to brawlers every so often, and has always made a tremendous impact on the metagame. However, this isn't addressing the problem with quite a few terrible brawlers, persistently lying at the bottom 5 or 10 brawlers. The way I propose they change this, is by "phase" reworks. And no, I don't mean the gradual normal balance changes here and there, but think of this more as a big organized reconstruction project. This is slowly balancing them, but reworking a major aspect(s) in the process. Throughout multiple updates or balances, they should slowly buff and/or nerf an aspect(s) (depending on the situation) that brawler one by one, until it has a significant affect. This way, Supercell can rework brawlers with ease with more organization, and without having the fear of instantaneously making them broken or unbalanced in certain trophy ranges.

Here is an example on how this could be done with some of the worst/problematic brawlers in the game:

Penny (Phase 1):

-Buff main attack damage

-Nerf pouch damage

(Phase 2)

-Buff reload speed

-Nerf super turret range

(Phase 3)

-Buff projectile speed

-Nerf turret damage

and so on if needed....

This is the general idea with phase reworks, dividing a certain set of major balance changes, and releasing them one by one, to test if any further improvement on that game-changer is needed. I think Supercell is starting a similar project with Bo as they claimed "to do more with him in the future", but this needs to be done with other brawlers such as Penny, Edgar, and Dyna, ASAP.
