Recurve bends coming undone when stringing.

I am trying to string a shortbow with curves set in it. When I string the bow the curves straighten almost completely. When I pull the string off the bend does not return.

I steamed it and set the curves last night and this morning (8 hours ago), it is hickory, 4 ft long with curves set over the outer 1ft of each limb.

My first thought is that the tension on the inner parts of the limbs is too high compared to the outer sections. Is this going to be a problem long term or should I just let it rest?
