Which rocket launcher should I use?

I'm playing a level 41 Athena with a focus on the Phalanx and Ceraunic Storm trees. I have 2 rocket launchers I'm choosing from.

A level 39 Scav launcher:

-Damage 4661x3

-Accuracy 76.9

-Fire Rate 1.4

-Reload Speed 8.0

-Magazine Size 5

-explosive damage and high velocity.

Or a level 41 Torgue launcher:

-Damage 28438

-Accuracy 69.7

-Fire Rate 1.1

-Reload Speed 9.5

-Magazine Size 4

-explosive damage and low velocity.

Which one would be better for me? Sorry, I would put a picture but I'm playing on Xbox and can't take a screenshot or good picture
