Why no legendary weapons?

I have two characters both level 30 and higher and have gotten a total of 4 legendary weapons with all of them being weapons you unlock from beating certain missions, meaning that I've still had zero legendary drops from bosses and whatnot. I figured they just lowered the drop rate but all my friends have loads and loads of them and all I see on reddit is people getting sweet guns. The games a blast to play but its lost the incentive to get great guns because I rarely even see epic drops.
