[BL1]Playing General's Knoxxx's secret armory on PT 2.5,Commander Kyros is impossible to kill.

I'm playing solo as a level 58 soldier.I didn't complete "The Bitch is payback" before "Loot Larceny".
Commander Kyros is level 62 and seems to always scale 4 levels than me.As soon as i get anywhere near him,he kills me with 1 shot.He has that orange exclamation mark near his head.
Also,he destroys my Scorpio in less than 5 seconds.
I'm definitely using quality gear so i dunno what's the issue.
Can someone point out what i'm doing wrong here?
