Season 6 Episode 17 plot hole (?)

In S6 E17 “The Feet on The Beach”, one of the reasons they realise who the victim is, is because of the really expensive shoes they found- both shoes are fully in tact. They figure out at the end that the guy was run over with a lawn mower, because he had part of the top of one of his feet sliced off- But if the top of the foot was sliced off, how are his shoes still in tact???
This is more of a vent post then anything because it annoyed the crap out of me and still does.
