wth happened to Mustard

does anyone else remember the villain Mustard from the wild wild pussycats arc? he had a super cool gasmask, and i think the writers forgot about him. he only had less than an episode and since he is in the league of villains, i feel he should have more acknowledgement, like an origin story episode or something. he isnt in any of the league meetings. did he die and i just forgot? i just feel like thatd be a waste of a cool character design, though...
