Let's say the Paranormal Liberation Army travel to Danville to enlist the help of Dr. Heinz Doofenshmirtz. Doofenshmirtz teams up with the PLA (he is the comic relief of the team as you expect) and agrees to a deal with them to help design Nomu and technology with Dr. Garaki if they help him take over the Tri-state Area.

The OWCA and the Hero Commission form an alliance to stop the PLA. The animal agents team up with the heroes, and Agent P works directly with Deku, Bakugo, Shoto and the Endeavor squad.

How would the battle between the two sides play out in the Tri-state Area?
