How does the tavern work?

The last few games I've been trying to play with elementals only to get nowhere. Is the game malicious, am I on a streak of bad luck, or is there something else governing the distribution of minions? I think there was some tip saying that selling minions makes them more likely to appear, but I'm utterly unaware of any other rules that decide what's offered. Thanks for any help enlightening me on the core mechanics of the game.
