Is anyone else having download speed issues with the new Diablo patch?

I'm on a wired connection and don't have the worst internet speed, but for some reason I'm seeing the worst download speed I've ever seen.

Is anyone else having this issue? When I restart the app, the download speed hovers around 500 KB/s to 300 KB/s which is what I'm used to for most updates, so seeing it drop to 800-400 B/s is shocking.

Edit: Forgot to mention, the internet is running just fine when it comes to browsing the internet or playing games. It is literally only affecting the download speed for that update.
