Cleaning the finish the steel stock comes with?

Hey guys I'm having a lot of trouble removing the spotty black/grey stuff that comes with the bar stocks of steel from the retailers, I've tried to sand it with rough grit sand paper and it seems to glide off or take forever (2 different sandpaper) also I've tried to draw file it off and the file just glides off which makes me think this scale is harder than the file itself.
