Does everyone get chemo before having their bladder removed?

My mother has type 2, in her muscle. She has to have 3 or 4 cycles of chemo before she has her bladder removed. She doesn’t understand why she still needs to have it removed after chemo. She’s 76 and all of this is is confusing. She had an operation to remove a tumor and has had two infusions. So far. It makes her so sick, she wants to give up but I keep her going. She is a good candidate for a neo bladder but she is still deciding. Does anyone regret their decision or have a preference?
