Severing all communications.....

I have a question for the community. And I'm hoping you all can help me out. About 2 months ago my brother-in-law moved in with us because he is an adult man child who can't take care of himself and it isn't worth the war with my wife to tell him no. Recently though I found out that he has been playing blackout and trolling people when he is playing on my profile while I'm at work or gone away out of town on business. He is went so far as to say racist comments to people, tell others that he wish their family was dead and things that I would not dare to repeat. I have had it out with him a few times but he denies it and always tries to delete the messages before I can see them. My wife of course takes up for him and tells me that he is bored and going stir-crazy and he's just trying to give himself something to do. My question, is what kind of a mental case do you have to be to do that to occupy your time??? That's all neither here nor there though, and here is my question. Is there a way to turn off the messages all together? Can I set it to where he cant send or receive any more messages? I refuse to start an account for him on my Xbox because that would just mean that I would have to buy the game again for him because I have it downloaded and I'm already sharing it with my son and I also refuse to pay for him an Xbox Live monthly membership. So it's to the point to where I need to turn off the messages all together or get a divorce! Is there any way to do this?
