[PC] Something doesn't feel right about this CoD's MP? Or am I just bad? Can I get some tips please?

So I will admit that I'm not great at FPS games on PC. My "prime" was on console back on MW2 and Black Ops 2. Every now and then I could get a nuke, I could constantly get AC130's and in BO2 I was calling in Warthogs every other match and my KD in each match could at least be a 2.0, although that could not be that good but it FELT good. Now I'm try to play on PC but something just doesn't feel right. Bullets don't seem to register, people feel like they sidestep faster than bullets, if someone runs across an opening you can't seem to hit them quick enough. I was beginning to feel like the movement in this game is TOO fast. A few days later I start getting a bit more use to the character movements (though I still think everyone feels like sonic the hedgehog) but still it feels like my bullets just aren't hitting where my crosshair is or they are heavily delayed. I keep messing with my sensitivity and DPI because maybe my aim is just really that bad but something just feels off about the shooting in this game. And even if I do well in a match it doesn't FEEL like I'm doing well.

I've seen some posts about the netcode being bad in this one but maybe I should just chalk it up to ME being really terrible. So I ask you reddit. How do I get better? What can I do to improve. What do you recommend for a Sensitivity/DPI combo? I keep trying to play more to get better but it feels frustrating. Help.
