Framerate Drops in certain areas

Anyone know how to fix this? I usually get around 144 frames for the most part but certain areas like the missile silo my frame rate drops to under 60.
I have a GTX 1080 and an AMD ryzen 5 2600. I've set all the options to the lowest quality and lowest resolution and I still get the same frame rate issues.
