How does Bitcoin solve this?

Say someone has a large amount of Bitcoin in cold storage. They die without leaving anyone the seed phrase. How does the Bitcoin get passed to their family?

Thanks for all of your comments! I guess the answer is no, the family would not be able to recover the Bitcoin. However, thanks for explaining why this is a good thing! We don't want the government, or anyone else being able to take it either. Thanks again!
