Having an issue with the game

So I just bought the game on steam sale for a good price. Was having some FPS issues(Massive Drops in FPS) started to get that fixed and now a pivotal part of the story is failing to render. The point where you do the raffle, well no one is rendering in scene. Any help would be nice.
