Crocodile Skin - Need Help ASAP

To summarize, I'm currently dealing with what l'd call crocodile texture skin and yes I have been to dermatologists but nothing has worked thus far,
The issues are:
incredibly incredibly dry and very very rough skin to the touch
extreme dehydration and redness and sensitivity
lackluster skin and extremely dull looking
Anyone else that is dealing with or dealt with this that can tell me what to do?
