Is $1400 a month enough for living decently in Binghamton?

Hi, I'm beginning my graduate study at Binghamton University this year. I've been offered a stipend of $17k the first academic year. I'm a bit concerned if this is enough to live on? Housing plus utilities I'm hoping to cover within $550. I've been told by graduate students of BU that Binghamton is "dirt cheap" and this stipend should be fine. But I'm still feeling uncertain. Any thoughts, please?
