(21) smegma behind my frenulum

It's yellow and I wanna make sure it's safe since it's coming out more than usual and I don't know why, if it's safe, if it's usual and since it's behind the frenulum how do I clean it properly......all this started when me and some of my mates from when I was in school went to a swimming centre so I'm not aure if it had something to do with chlorine. Thx
