Is Ultimate Meteo L-Drago Absorb supposed to give out as easily as it does?

I bought it today because of spin steal gimmick and rule-of-cool looks, but Im surprised at how easily it gives out. Its stamina is nowhere near half that of my other Beys, and it depends on making contact to spin steal and stay longer in the game, but its initial stamina isn't enough to keep it against most matchups. What gives with it?
