PIP after time abroad in EU - query

Hi there, I’ve been back in the U.K. for 15 months, after living in Spain for about 20 months. I notice that on the PIP eligibility criteria, it says you need to have been in the U.K. for 2 of the last 3 years, but that if you were in an EU country you may be eligible regardless. Can anyone shed any further light on this? I basically just want to know if I can apply for PIP now, or if I need to wait. Thank you in advance.
