Low cost enrichment ideas to prevent destructive boredom?

This is Soobs. She'll be 11 months old soon (~45lb). We were told she's a GSD/Rottie super mutt mix, but the trainer we work with is 100% sure she has that Maligator DNA. Her siblings look more like mini GSD's or Rotties though. She has them puppy dog eyes down and uses them to her full advantage. Of course she's wicked smart and stubborn as hell.

Hardest part is keeping her mentally engaged so she doesn't resort to destructive boredom (her favorites are shredding any paper she can reach, chewing up my shoes, or drop kicking my partner's office door open). I would love any suggestions if y'all have any! We've tried treat balls, snuffle mats, running her nonstop (until my partner is basically collapsing lol), frozen kongs, puzzle toys, treats inside of newspaper and paper towel tubes, lots of ball fetch, etc.

Unfortunately we're still working on her being comfortable around other dogs. Ever since we brought her home as a young puppy, she would get very anxious around dogs, so parks are iffy since we live in an area with a lot of dogs. Because of her breed mix, we have to be overly cautious around other people and dogs because of how they react to her. We want to give her the best life so thank you in advance for any ideas!
