How does Posh determine how much to discount shipping when you price drop during Closet Clear Out?

Is it based on how the percentage you discount off the top? Is it based on overall cost of the item?
Side question - does Posh ever discount shipping when it's not Closet Clear Out? I remember this used to be a thing years ago. Then I took a 3 year break from Posh, and now I don't know anything :D
