Building a ladder. Drilled my dowel holes too big. Help.

Hey all, I did a dumb ass thing. I'm building a ladder, yeah. Got oak for the rails and oak dowels for the rungs. I cut my dowels to length, drilled dowel holes in the rails, and then realized that I had just drilled 1 3/8" holes for 1 1/4" inch dowels.

Now I'm in a pickle. Do I:

Go try and find 1 3/8" dowels? They seem rare.

Try and shim it out?

Some sort of "gasket" around the ends of the dowels so they fit?

Suggestions welcome
