Can I put an empty hive near an active one?

I am our church's beekeeper. My experience consists of reading this subreddit for a few months. We have one active hive and one used one that has not been assembled. I have several questions:
- Can I put it together and set it near the other one while we wait on a Swarm Trap?
- The frames have been used and have some comb/comb residue on them. Do they need to be fully cleaned/replaced?
- If I set up the Swarm Trap and it gets one, do I just need to transfer the frames to the empty hive after a couple of days?
- If the trap does not get a swarm is it OK to just leave it on the tree for next year?
- The active hive has a queen excluder and I looked in the top box yesterday. There is zero new comb but there were some bees in the top box. Is this expected in early June?
- Can I use the frames below the queen excluder for honey?
Thanks so much. We had an experienced person but they had to move on and I took over a lot sooner than I anticipated.
