Checking track levels

Hi, I’m working on making sure my incoming tracks are around the same volume as the track that’s playing. However I’m a little confused. Here is my current process.

Wait until I’m at a loud portion of playing track.
Skip to loud portion of incoming track and play it in my headphones.
Look at LEDs to see that they’re approximately the same.

However, there is still sometimes a noticeable disparity. Why? Do the LEDs need to be precise? Meaning if track one is pretty much a solid orange and track two is a flickering orange is that not close enough? I’m just not sure what I’m getting wrong here.
