Checking track levels

Hi, I’m working on making sure my incoming tracks are around the same volume as the track that’s playing. However I’m a little confused. Here is my current process.
- Wait until I’m at a loud portion of playing track.
- Skip to loud portion of incoming track and play it in my headphones.
- Look at LEDs to see that they’re approximately the same.
However, there is still sometimes a noticeable disparity. Why? Do the LEDs need to be precise? Meaning if track one is pretty much a solid orange and track two is a flickering orange is that not close enough? I’m just not sure what I’m getting wrong here.
