"Budded bearded dragon" ?...

I was at a local pet store today looking through the lizard section and I saw a bearded dragon with what looked like a broken tail probably 2 inches away from his torso it was simply cut off and the label was Budded bearded dragon he also was missing a few toes it was quite sad.

I was wondering if this is a normal thing or just them trying to pass off a dragon who is not doing so well.

If it is a normal thing.... why would someone do that to the poor guys >.<
