Looking for information on making a horse hair flogger. I'll elaborate more in the post's body, just filling the required 100 characters.

Usually I make leather floggers and on the heavy side but I want to try my hand at a horse hair flogger. The hair seems cheap enough. What are some methods for attachment? Would it be as simple as using a pipe or hollowed wooden handle and filling it with epoxy resin to lock the hair in? A quick search only turned up a wiki-how that suggested stapling the hair to a dowel rod then wrapping with leather.
