What are wrapped flogger handles made of on the inside?

I've got a load of bicycle tubes which I'm turning into little jewelry pieces, when my daily Pinterest dive shows me these tassels, and suddenly I knew I could make floggers. I see them, I see handles. Are the handles the material of the flogger, the length of it wrapped up? Or is it wrapped around a physical handle of some sort? Is it all a part of the weave?

What do I do and where do I start?

Also just out of curiosity, does anyone know what adhesive is good for attaching them together. I tried rubber cement, without success.
