Can You Help Me Learn How To Restore This Whip? Is it Salvageable?

My parents were cleaning out their house and giving stuff away. My wife noticed they were giving away this whip and said we’d take it “for decoration.” Like a liar.
Now, if I want her to hit me with it, I need to figure out how to try and restore it. I know it’s in rough shape. I have no experience with leather restoration or repair. Is this thing salvageable and how would I go about saving it?
