"Look up" assignment bugged or just not tracking?

It says as a squad to kill 2 enemies with a V1/JB2. I've killed more than two yet it hasn't tracked more than one.
And does it only track if you call it in, or if a SL calls it in too? Cause I'm completely confused on this and want to unlock the helmet.
