[BFHL]Frame rate locks to ~15 FPS after alt-tabbing?

BFH has been running wonderfully on my 970. 80 FPS on Ultra, which is fantastic.
However, after alt-tabbing out of the game a couple times, it locked to ~15 FPS (between 10-20) upon focusing the window. I checked afterburner, and it wasn't my GPU, since it was only running at about 16% usage.
Has anyone else experienced this?
