Not sure how world scaling works.

I read someone's comment saying that "contracts scale on roster, world scales on time passed" and i sort of found it true for contracts, but it definitely doesn't work for dungeons, right? Otherwise I can't explain those "a few necrosavants" dungeons I found before day 10 right next to the starting city. As for wandering enemies, the 2 bandit raider 4 thug roamers i met on something like day 2 in my lone wolf run wasn't much in line with that, nor was the "many niedergangers, few geists" one just a little later than that. Just bad rng? I'm seeing lots of powerful early raiding parties these days that I can't explain.

Also a question: if what was said for contracts is true, when is the spawn decided? When you accept the contract? When you see the enemies? What if I accept the contract then purchase a few safety cannon fodder bros, will more enemies appear? The tactic would be pointless if so.
