Ps4 NG+ glitch

Long story short I didn't complete the campaign in the ng but apparently the game says I did and has moved all the side quests completed in the original to the ng . I'm confused as to why??? The orginal game file says 66% complete and the ng says 46% but both have 66% completed quests. It's so odd anyone else having this issue?
