Industrial Revolution City Builder

Is there a game where you start as a small pre-industrial town and, as the game progresses, grow into an industrial city? Over time, new technologies and social movements appear and you have to choose how to integrate them or not into your city. Basically, I'm thinking the Victoria series but on a city level rather than national.
