The initial arrest on Nov 13 ~4:00pm was witnessed by r/Honeynutbunz who summoned police and got the suspect arrested.
That first arrest was at Daly City Station but the suspect’s information did not appear in the San Mateo County Sheriff’s Department inmate locator the following morning. That should mean the suspect was not in custody but I chalked it up to other possibilities at the time. (Turned out the suspect was already held in Alameda County by the time BART PD emailed the arrest report)
The second arrest was at West Oakland station on Nov 14 ~4:45am. This time, the suspect’s booking sheet was available from the Alameda County inmate locator. Per BART PD comms, the suspect spat on a BART employee at West Oakland.

On a side note, the San Mateo County Sheriff’s office (which would process an arrestee from Daly City) is in some degree of chaos due to published findings of the investigation into Sheriff Christina Corpus. The investigator, retired Judge LaDoris H. Cordell, wrote that the Sheriff's office is "in utter disarray".

Is that really a problem? To me that says that your incarceration is not affected by how much wealth you have.
People who are dangerous should be held in jail regardless of their ability to provide bail.
People who are not dangerous should be released for a future court date.
It seems like perhaps such a repeat offender should be held as it's obvious they cannot control themselves.
So this certainly isn't being handled correctly by the courts, but it sounds like no cash bail is actually a good idea.
Unless I've completely misunderstood no cash bail and what it means.
