Cannot get custom sub to move effectively

So I’m having two weird issues in sub editor;

The ballast pumps simply aren’t fast, or sooth, they cycle up/down so much when in maintain position, and take forever to fill/drain (7pumps in a two level ballast, should be more than enough)
I cannot get my engine to work properly, I kept cranking up the power in editor, but every time I go into testing it won’t move at full force (I know it has enough power, and thrust now) but if in manual steering and set to about 10% thrust it absolutely halls ass (140kmh) but at full thrust it comes to a stop. Any ideas?
