UV-5R legal to buy?

Hello, and please forgive me if this is a weird question. I found a UV-5R 5W on Alibaba for $17/w shipping. I soeley wanna use it as a scanner as I would like to listen and see when my cousin gets called in (he's volly firefighter). Is it legal to purchase and ship it to the US?
Additionally, I wanna get the goofy 102cm antenna kit for it to brag mines bigger (pun intended). Is this legal as well?
I'd really like to learn more about how it all works, so any reading suggestions will be appreciated
