Build time increasing when I add gold to reserve?

I'm trying to build a fairgrounds at my castle and it's telling me it will take 25 days. But when I add gold to my reserve it increases to 27 days? Isn't that backwards or am I not understanding something. It also jumps up to 360 days when I add a govenor who has perks for engineering and bonus to build speed. He adds 20 construction a day and I'm currently at 2 a day.

Why does it take him 11 months longer when he's an engineer, and why does adding gold to my reserve make the construction slower? It seems to be faster to build it when I have 2 construction a day instead 24 Thanks.
