Main quest line still broken for faction leader?

Hi everyone. Is the main quest line still broken if you are the leader of an empire faction? The leader of the northern empire died and I was elected, but the main quest line says I have to join to support an existing faction or create my own, instead of uniting the empire as the faction leader. I know this was broken as of 1.5 ish, but can someone confirm it is still an issue and if there is a way around it?
